Summary of the Problem Statement 

This study proposal is primarily focused on the issues that relate to the New Generation 911(NG911) as well as its implementation as a replacement to the conventional one. There are a number of issues that affect the access as well as the implementation this new system; this research will expound on these, issues and present them from an understandable angle. At the time offer amicable recommendations that will support the process of the implementation of the New Generation 911(NG911). This new system is designed such that it uses internet protocol as its fundamental framework for connectivity. This essentially means that the system will be accessible to both public as well as private networks (Holloway & Seeman, 2012). With this kind of access, the end user equipment will not be limited to specifically designed police equipment; they will be accessible to all the handheld devices that can access the internet. Because of the diverse access, the system will present an upper hand in accessing notifications, releasing dispatches and other mass communications that are time conscious. This will significantly increase the success rates of the emergency as well as police service delivery.

Presently there is a significant financial challenge that is threatening to cripple the entire process of implementation. The resources needed to facilitate the transition process are much more than the available funds that were designated to facilitate the process. However, due to the dire need a diversified system, other avenues such as the federal government may take part in supporting the project. Because this is a one-time program, it will be rationally considerable for the federal government to be considerate and ultimately support the program. Another alternative source of financial support that can be considered as a solution is leveraging the backbone aspect of the system, such that the backbone to be financed by the federal government, with the other modules are financed by the individual states. This will facilitate budget sharing reducing the burden that may have been imparted on the federal government.

The most concerning challenge, on the other hand, is the challenge that comes with making the internet a core component the 911 system is the security concern. Just as internet protocol opens gates to diverse technological capabilities as well as advantages, it as well comes with major security concerns, systems that are internet affiliated are highly viable to cyber-attacks. The increasing levels of security concerns may jeopardize the effectiveness of the program.

Summary of the Research Methodology 

The most appropriate method of study is using qualitative methods. This essentially because the research is establishing the main issues that may deter complete functionality of the NG911. Precision in the aspects and ways in which the system is affected is key in designing the recommendable solution. A natural setting will be used to collect the data, which will be analyzed using multiple gathering methods. To establish the most out of a humanistic gathering, emphasis on the quality of the information given is key in reinforcing the effectiveness of the methods employed.

To boost the effectiveness of the methods employed appropriate tools need to be employed. These include in-depth research on published materials. These data will give an in-depth analysis of all the modules that make up the system, at the same time they will help build on the best approach to solving the issues. Reviews of the documentation also serve a significant role in especially the documentation approved by the public safety association, the US Department of Transportation, and the US Federal Communications Commission (FCC). Another amicable tool that will be employed in this study is the use of interviews to collect individual user perceptions on the NG911system. The interviews will be conducted at 30 minutes interval; there will be varied questions that will evaluate the responsiveness, effectiveness, as well as the appropriateness of the system in regards to the existing system, will build on the qualitative nature of the research (DiCicco ‐ Bloom & Crabtree, 2006).

The study will be conducted in Texas university; the location offers all the necessary facilities needed to facilitate the data collection, capturing and analysis process. There will be multiple secure rooms that will be used to conduct the interviews, the rooms have installed cameras that will capture all the necessary data that can be used to strengthen the qualitative analysis. As for the participants to be used in the study, the training will be conducted by the department of homeland security, and they will be mainly composed of the officers in charge of handling 91, and some of the administrative managers that oversee the 911 operations. At the homeland facilities, they will be given all the necessary equipment they need to master the operations of the NG911system (Sergeant, 2012). To access the participants, a formal application must be sent to the department to formalize the process. This formality explains why they are regarded as an ideal location for evaluating the equipment.

The 911 emergency system is one of the most impactive emergency protocols that are installed on the US security system. The fact that it is simplified and reachable to nearly all the entire American population explain its effectiveness. Support to improve its efficiency by analyzing the newer generation is a step to words ensuring improved security the country. Therefore, supporting this program is as important as maintaining the security systems that are fundamental to the security of the American citizens.
