Setting the government's agenda has proven to be a challenging task. A significant agenda setter is critical to the government since they can have their influence on several issues. Two key factors influence the setting of the government agendas. First, the government has active members who are heavily involved in setting the government’s agenda ( Zahariadis, 2016) . External powers, such as interest groups, influence the actions of these elected officials. The second factor is the mechanism, which entails a series of discussions that result in the refinement or creation of new problems relevant to current legislation. Therefore, there are endless outlets and case lawmakers that may significantly affect changing the agenda. When a new government or political official is appointed, the previous policy is altered and accommodated to steer in the contemporary politician's direction.

Furthermore, several lawmakers have a significant influence on the agenda-setting process ( Zucchini, 2010) . The Secretary of Agriculture is an example of a government official who sets the political agenda. This official collaborates with the newly elected President of the United States to promote the President's new agenda. This mechanism's significance stems from the need to recognize that newly elected politicians can alter the direction of a political agenda, potentially causing a problem to lose its political relevance once the new agenda is in place.

The newly appointed Secretary for agriculture, Tom Vilsack, has had an immediate agenda to fight hunger during this pandemic. Through advocating and pushing for a new direction at the department to vigorously tackle climate change, agribusiness restructuring, and racial inequities within the sector, the Secretary has been successful in expanding the progressive wing of agriculture.
