Strategic role involves the coordination of information swapping, intelligence sharing, getting access for US forces in peace or war, and controlling situations that may lead to a crisis; this plan helps ensure success. This proves that indeed, strategy contributes to 80% of the success, while skill fills in for the rest of the 20%. Three key terms, strategic, operational, and tactical, explain levels of warfare. The three aspects are utilized in the planning of modern warfare in an operational environment. Shaping an operational environment requires cooperation, internal connection, as well as external connection with international allies. This discussion concentrates on the strategic level of the three aspects listed above; theater strategy and national policy can shape the strategic level (Gaines &Snell, 2015). There are ten medical functions within the Army Health system that support theater strategy and national policy. 

The operational environment refers to both training exercises and actual combat. Medical evacuation (MEDEVAC) is vital for service members in operational environments. According to Army health System (2013), there are four roles in the medical evacuation process; the first is when an injured service member receives immediate medical treatment. The second is when an injured warfighter receives treatment at a medical Troop Facility and returns to duty, while role three is when troops receive serious care in Combat Support Hospitals. Role four is when warfighters are outside of Operation Continental United States. Rehearsals and drills are used to adopt mitigation measures and identify areas that need improvement to ensure the success of the missions carried out by the service members.
