Introduction
Newark Liberty International Airport is one of the largest airports in the United States, located about 5 kilometers in the south of Newark, New Jersey. The airport serves millions of passengers on annual basis, and was ranked as the sixth busiest airport in the country in 2017 by the Pot Authority after registers more than 40 million passenger traffic. These numbers have been subject to increase given the various improvement of services installed at the airport every year, as evidenced by the 46 million passenger traffic in 2019 (Kumar, 2020). However, Newark Liberty International airport has been facing a number of challenges regarding transportation security administration. These challenges include delays at screening checkpoints for customers (passengers), security breaches emerging adversarial attacks, high demand for top-notch talent in security, and the ever-growing technology in security against the airport’s resources (Evans & Lee, 2016). Therefore, this strategic plan purposes to establish a course on which the airport’s transportation security administration will be run more effectively, and yield desired results.
Mission Statement
The mission of this strategic plan is to protect the airport’s transportation system and ensure freedom of movement for the people and business operations.
Vision Statement
The vision for this strategic plan is to ensure that the security personnel are agile enough, and upholds professionalism to high standards to outmatch different security threats in various dynamic ways. Newark Liberty International Airport is also known for the infamous 9/11 attack on the United States soil after a plane leaving the airport was hijacked, hence the change of the airport’s name to Newark Liberty from ‘Newark’ as tribute to the victims. Therefore, the airport’s vision is focused on having a team that is highly skilled and trained to study, detect, and eliminate dynamic security threats.
Values
Newark Liberty International Airport TSA strategic plan is described by three primary values, which include integrity and transparency, professionalism and client focus and commitment. The values link to high standards of conduct during execution of security measures, high levels of professionalism, and vigilant commitment to the mission and vision of the plan.
Goals
Improvement of security within Newark Liberty and its transportation security system networks
This goal is focused on solving various security challenges of breaches that result from faulty systems within the airport. Aviation security has dynamic variables in play, which makes it a complex task. The goal will encompass strengthening of operations through implementation of more powerful technologies in security threat detection, which will ensure that every operation is driven by high intelligence and vetting processes. Also, security partnerships with other transportation systems in other airports and ground means would help in identification of possible loopholes within networks, possible threats, hence, the discovery or establishment of mitigation strategies (Antolak, 2017). These partnerships might also include various government security agencies.

Action acceleration and enhancement
Action acceleration and enhancement is a goal that is built around the culture of prioritizing experiences of the passengers at the airport. This goal is built around development of tech solutions that counter the dynamic threats across the transport system at the airport. The management of the airport in TSA should enhance their ability to make timely decisions driven by real-time data and innovative solutions in the IT space. Additionally, access to different locations will be enhanced by further collaboration with different partners. This goal is formulated on grounds of primarily solving issues such as delays. Therefore, the time taken to field solutions will be reduced, there will be more clarity for collaboration and partnership procedures, and lastly, maximum optimization of resource allocation will be achieved ( Ateş et al., 2017).

Commitment to the team of professionals securing Newark Liberty transportation system
The work environment of employees is an important aspect when it comes to employee satisfaction, motivation, and increasing productivity levels ( Mikkelsen et al., 2017) . Employees in the transport security network of the airport are among the most important assets of Newark since their productivity level determine safety of the airport. Therefore, the plan is to foster a work environment that runs on transparency, diversity, and professional and personal growth. Using the available resources, the workforce of the TSA in the airport will be provided with necessary skills through training for professional development, as well as competitive compensation, which will ensure that workers meet daily security challenges as well as those in the future with much ease. Continual learning and growth programs will ensure that workers acquire shared organizational values in their technical fields and improve their professional judgement too (Lee & Raschke, 2016). On the other hand, rewards will boost productivity of high performers. Additionally, commitment to the team of professionals delivering transportation security services within Newark Liberty will be realized through establishment of effective communication processes and channels to enhance their responsiveness to threats, and the development of infrastructure that is necessary to support the team.

Leading innovative solutions and technology in transport security
TSA is highly driven by technology solutions in various aspects such as detection, screening, vetting, and mitigation measures. Therefore, to have the most effective TSA, Newark needs to invest in research and development, especially technology to come up with cut-throat solutions that will enhance the airport’s TSA for purposes of tracking, detection, screening, and risk mitigation on matters security and logistics generally ( Nõmmik, & Antov, 2020). These aspects will make Newark Liberty the airport of choice for air passengers. To implement this goal in the long-term, the airport’s TSA needs to set up a special research team and funding to enable frequent upgrades to the best of systems. The priorities of this strategic goal include the prompt identification of cyber security risks, reduction of the vulnerabilities of the security systems and critical security infrastructure, mitigation of the consequences when breaches occur, and general strengthening of the systems, especially its resilience (Palmer, 2020).

Community involvement
Community involvement is a critical strategic goal in security because in most cases, intruders and attackers in transportation security in the aviation industry are known to people within the nearby communities. If not, these intruders tend to hail from the communities themselves. Therefore, based on this information, intelligence information that might provide leads to pending threats, or elimination of the threats can easily be extracted from the nearby communities to Newark Liberty International Airport. Through funding different community projects such as healthcare services and education, the communities around will do everything in their power to foster safety of the airport, and cooperate with TSA officials in eliminating possible threats to the security of the passengers through giving required Intel (Palmer, 2020).

Objectives
The five strategic goals will be driven by the following two primary objectives:
To improve the resilience of the security systems.
To improves passenger and general customer experiences.
The objective to improve the resilience of the systems will help the airport’s TSA to achieve their long-term strategic goals of improvement of security networks, technological advancement, and action acceleration. On the other hand, the second objective of improvement of experiences is focused on driving the TSA to realize the goals associated with commitment to the community, workers, and the passengers in general.
