Shaping the Operational Environment refers to all the shaping activities the commanding authority utilizes to enhance their army's security measures in all countries, gain competitive advantage, and foster decision-making. This strategic role encourages information sharing between the U.S and the partner nation, allowing the U.S to gain penetration access to hostile countries and avert foreseen crises. The shaping strategic roles are intertwined in many defense agencies, with each agency tasked with forming goals and objectives applicable to their operational zones. Within the shaping role, the army forces must promote security cooperation with other nations, including creating security relationships with other military groups through exercises, support visits, and collaborative engagements. Planning considerations are necessary for the strategic shaping role to ensure adequate personnel planning, equipment, and tactical movement. Moreover, it involves assessing the risks or gaps, define possible mitigation strategies, and offer command support relationships.
One medical function in the shape strategic role is medical command and control. Under this function, planning for deployment and conduct operations entails all medical personnel participating in capacity building and creating partnerships with the host nation and other multinational agencies. During command and control, the army personnel is trained on new tactics, the equipment prepared for emergency deployment, and the command authority to ensure preparedness and readiness. Moreover, the personnel undergo planned exercises or are deployed to training camps in host nations. These exercises are meant to prepare them for rapid deployment, focus on contingency planning, and create teams and leaders to coordinate the combat operations. Whereas the planning is geared towards preparing the personnel and equipment for deployment, it also allows the combat team to identify other training requirements and assess opportunities for further inclusion of other special army forces. Lastly, the medical command and control should carry out concealment techniques that ensure enough camouflage during missions.
