Political scientists have employed social systems auditing skills in their area of expertise as it involves incorporating various methods to evaluate the social and environmental effects of organizations' economic actions on individual groups within the society. Social accounting information consequently reveals government expenditure and budgets with regards to health, safety and security, education, and political participation (Caputo, 2013). The relationship between systems analysis and liberal political philosophy is the fact that scholars are equipped with evaluation tools that solely value distant and hence focus exclusively on determining policy effectiveness. 

Decision making is further monitored using value salient evaluation models through such avenues as social auditing and experimentation to ensure solutions to various social problems have been resolved. Despite its role in identifying ways to effectively resolve issues based on the evaluation of the inputs and impact of policies, social experimentation has been linked to more success regarding predicting and controlling stakeholders behaviours and perceptions and hence the need for other forms of evaluations. Value salient evaluations facilitate various forms of judgments such as legitimate and justified judgment hence crucial for the decision-making process in the implementation of policies.

Furthermore, values prioritizing evaluation models focus on stakeholders’ interests and may thus be termed as behaviour-oriented models. These models evaluate the behaviour and perceptions of the concerned stakeholders and the impact of the results on the effectiveness and success of the policies developed. Therefore, incorporating these models of evaluation in social experimentation proves beneficial based on the fact that they can monitor both the responses of the stakeholders and the general public. Research by Caputo (2013) suggests that the outcomes of social policies have been directly monitored through the involvement of evaluation models aimed at meeting behavioural objectives.
