The Chicago Convention of 1944 is widely referred to as the constitution of an international civil aviation organization attributed to its role in defining policies that are to be considered when dealing with airspace. The convention is viewed as being rather important in international aviation, as it helped in outlining the general principles that all 52 countries, which were involved in the drafting of the treaty, would consider as part of their approaches to developing policies on matters of airspace. Basically, this meant that the convention was a key milestone in the airspace travel attributed to the fact that it sought to provide guidelines on how countries were expected to structure policies touching on the industry. The guidelines have been used in majority of the countries around the world, which has also been viewed as one of the key factors that leads to its referral as a constitution.

Although the articles agreed upon in the convention have been revised at least eight times after they were ratified, it is clear that the convention sought to provide a strict understanding of how the air travel industry ought to operate. The convention was solely aimed at working towards ensuring that the signatory states would engage in discussions on the rules on airspace, aircraft registration, and rights of the signatories to the convention. From this point of view, it can be argued that the convention served as a push towards allowing for a much more unified understanding of how the air travel industry would operate. That was in line with the fact that aircrafts would be expected to move from one country to another; thus, creating the need for having to understand the basic rules of engagement.

The convention led to the establishment of the International Civil Aviation Organization (ICAO), which is a specialized agency of the United Nations, whose primary role was to coordinate all matters associated with international airspace travel. The establishment of ICAO was seen as one of the main steps towards pushing for a unified approach through which to promote safety, security, and sustainability of air travel. Currently, the agency plays a critical role in planning and development of international air transport with the focus being towards ensuring that the industry remains safe and orderly. The establishment of the agency, as part of the Chicago Convention, was viewed as a push towards unifying the manner in which the air travel industry is managed. Additionally, the establishment was viewed as a way of minimizing possible issues that are likely to affect safety and security.

On the other hand, it can also be argued that the Chicago Convention has a distinct similarity to any constitution, as it outlines the specific rules, which are referred to as articles, that countries ought to consider as part of maximizing their engagement in the industry. One of the key articles that was passed during the convention was article 1, which gives every country sovereignty over airspace above its territory. The provision of such articles allows signatories to build on their understanding of the roles that they ought to play as part of trying to maximize on the safety, security, and sustainability of the industry. Generally, the convention can be described as one of the key events that helped change the aviation industry for the better, especially in seeking to outline how the different countries ought to engage in seeking to improve on the functional outcomes of the industry.
