A disaster is an event that results in a large number or injuries and deaths. It brings with it a lot of destruction and damages facilities that sustain human needs. It demands a lot of the state and response resources. A disaster results in serious long-term effects to the country and people in various ways. Hurricane Katrina is one such incident that brought with it many long term adverse effects. According to Moynihan (2009), hurricane Katrina response was a failure even with the heightened attention to homeland security. Government responders seemed to be unable to offer basic protection from the effects of the hurricane. Despite preparing for such an incident the government was unable to use the information to prepare adequately for the impending disaster. Hurricane Katrina was responded to like any other routine natural disaster instead of being given the attention it deserved. As the incident commander there are three measures I would implement to move away from a reactive response to a proactive one.
The first measure I would implement would be to come up with objectives according to priorities. These objectives will drive how the responders will react. For instance if life safety is the first objective then responders will not try to save material things but instead focus on making sure everyone is safe. The second measure would be to analyze the situation with a team of experts to ascertain how to allocate resources. It will also help us know if we need more resources and what place or areas require more resources. A reactive response would just send resources to the areas without properly examining the degree of severity in areas. The last measure would be to strategize; this strategy would be in line with the objectives. There will be multiple strategies and according to the situation the strategy with the best possible outcome will be used. A lot of us are wired to be reactive in a disaster; it is important that people see how being proactive can help save more lives and help abate the disaster.
