Video surveillance systems are appliances that enables the capture of an image and allows video images and extracted information to be compressed, stored and transmitted through communication networks. This video surveillance systems are used for monitoring. Though these systems are used in crime detection it has raised privacy concerns given the fact that this video surveillance systems that are largely placed in public places are largely unregulated. It is not clear where to draw a line between an efficient use of these video surveillance systems as an effective law enforcement tool and infringement of people's personal privacy. 

Facial recognition technology is computer programs that are built in with the purpose of analyzing images to identify them. This kind of technology can be used together with public video cameras in general surveillance. However, the privacy concerns of these technologies are that it may be used for the general and suspicion-less surveillance that could lead to the identification and tracking of individuals without their consent.

In addressing the ethics that is concerned with video surveillance ethics a utilitarian will focus on what surveillance involves, for instance, it involves paying attention to a person. However, it does not involve surveillance of anyone but a particular entity or person. Surveillance ethics involves moral aspects in ways in which surveillance is done. It is a neutral activity to be used for the good of society rather than ill to the society. De-ontological ethics will require that video surveillance is done as long as it follows the moral ethics of in surveillance. 

There should exist proper communication that involves all the affected parties so that people understand the purpose of using video surveillance systems and the importance of its use. However, the success of video surveillance system is not guaranteed everywhere as it may be successful in other regions as compared to others and it depends on the intention of its user.
