Chapter 1, “Continuity and change” addresses the various contemporary policing issues that emanate from the 23rd yearly summit of the International Police Executive Symposium (IPES). The evolution of IPES since its inception in Geneva Switzerland 1994 has been aimed at addressing the emergent issues in international policing. The first symposiums of IPES witnessed a low turnout and deliberated on the various ways of improving community policing, international cooperation, traffic and crowd control, terrorism, and police facilitation. However, with the continued evolution of humans, the issues addressed at IPES symposiums keep changing to cover more pertinent issues in society. The 23rd Symposium of IPES occurred in 2013 at Budapest, Hungary was attended by over 100 delegations from 40 countries and deliberated of the global issues that affect the policing of the 21st century. The symposium identified that the practice of reliable policing was affected by issues of corruption, terrorism, the issue of minorities and women in policing, cybercrimes, specialization in policing, and the introduction of police agencies. The deliberations of the 23rd edition of the IPES symposium identified corruption as the use of policing resources improperly to perform or shun from policing roles. The conference cautioned that the lack of integrity in policing affects the effective performance of the sector. The presentation of Haefaele and Hesselink in the forum indicated that corruption was rampant in the policing department because of the nature of the contemporary culture that readily embraces the norm. The various challenges in policing will be solved through a revision on police education, training, and leadership. The 23rd Symposium on policing recommended that credible police education and training will improve policing. Cordner and Shain deliberate that proper police education will form the pillars of professionalism and modernization in policing. Police training and education should be revised to address the contemporary policing issues of the 21st century. Policing can be reformed by the adoption of models that guide policing affairs. Policing models are ideal in providing a framework upon which policing decisions are made. Commissioner Hyde justifies the use of policing models to guide policing activities by arguing that models will define that facets of policing that can change and that which cannot change. The nobility and the essence of police in the society cannot change, while factors such as technological methods in policing can change. Understanding the unchanging and changing facets of policing is key in adapting to the evolving dynamics of policing in the 21st century. IPES symposiums push for specialization in training of police. The deliberations of IPES depict that specialized training in identifying mass murderers, responding to murder cases, and preparation for natural calamities will foster efficiency in the performance of the police. This chapter identifies mass murder as a facet that requires specialized policing techniques. The chapter highlights that overcrowded places are the most likely targets for mass murder cases. The chapter warns that policing should remain vigilant against mass murders as the motivation of the perpetrators of the crime remains unexpected. Policing in learning institutions adopts no-tolerance policy because of the rising gun violence cases in schools. Policing in learning institutions emphasizes on credible communication and intelligence apparatus. The chapter extends policing roles in responding to catastrophes to encompass the umbrella plan that assigns special policing agencies to various disaster areas. Weyers, Sim, Paul and Antinori advices the symposium to adopt techniques that identify individuals who sympathize with violent extremism as a way of curbing terrorism. The chapter holds that the role of policing in fighting terrorism would be made easy by devising techniques that identify that perpetrators of extremism. The chapter identifies mass communication as an ideal tool for effecting policing strategies. Mass media is a tool that ensures that the response of the specialized policing groups to natural calamities is efficient. The collaboration of police and other agencies of justice will increase the effectiveness of the police in articulating their roles. Collaboration with other justice agencies will enrich the police unit with more information and jurisdiction. The issue of gender in balance in the police is of concern to IPES. The unequal representation of gender is accused of causing inefficiency in administering gender-based policing roles such as caution searches.
