Reporting the case to the agency tasked with enforcing federal employer discrimination laws was the appropriate thing to do if I were Tonya, as the law forbids discrimination. This case needed compensation for the damages on emotional stress and harm to her reputation. If I were the supervisor, I would advise Tonya to report the case as she did. This was the best opportunity to curb racism in Hurley Medical Centre.
