The project to implement a bike exchange program in and around the City of Lyon is a large scale and risky projects that require the participation of different stakeholders. The implementation of the bicycle project will significantly lead to the organizational physical and social changes in the City of Lyon. The control of traffic and traffic signal for motorists, pedestrians and bicycles will be incorporated in city planning. Thus, there will be an improvement of infrastructures to accommodate the bicycles program.
In order to successfully complete the project, an appropriate action plan should be undertaken. Many activities and initiatives will be performed to ensure that the project is successfully completed. The activities and initiatives that will be performed include creation of awareness to the public, identification of the stakeholders, training the participating stakeholders, creating parking spaces for the bicycle, and introducing new policies for bicycle riding. The first step should be concerned with the identification of the relevant stakeholders. The stakeholders of the project include pedestrians, the City of Lyon, JCDecaux, the motorists, the community and the vendors. After the identification of the stakeholders, the next step is to assess the impact of the project on each of the stakeholders so as to develop appropriate strategies that can improve the welfare of all the concerned parties. The major activities which need to be addressed include the security of the bicycles and users, the parking areas, and the traffic rules. Furthermore, the mode of payments, bookings and charges should be addressed to cater for the needs of all the stakeholders. The major outcome of the project is that it will help solve the major issue of traffic in Lyon and enhance the welfare and living standards of the residents in the city.
