Decision-theoretic evaluation involves using descriptive methods to come up with valid and reliable information regarding policy outcomes that are valued by multiple stakeholders. A pseudo-evaluation does produce and report valid assessments of merit or worth to all addressees. Where the values alignment includes methods mainly intended to determine the value of an object, it is formal evaluation. My preference to determine whether the living wage policies had the intended effect is decision-theoretic evaluations ( Dunn, 2015). The rationale is that this approach overcomes deficiencies present in formal and pseudo-evaluation such as ambiguity of performance goals. The information relayed by the metropolitan county must be credible and timely. In order to reach the widest audience possible, the county must rely on the media, which screens and analyses the information provided to the public in print or electronically. The public can be reached through the written and or electronic press, advertising, direct mail, and community briefings ( Rutter, 2012). Social media is another effective way of capturing a large audience through oral and written means. One of the factors policymakers consider when the information provided to them in policy reports is ‘what has been compared to what’. If the models present in a particular report is intended to replace another, have the comparison been done sufficiently? The groups studied should be researched in a manner expected to provide sufficient outcomes (Jones, 2011). Policymakers should also consider if the content of the reports is appropriate for the intended purposes. A policy memo is usually needed when providing recommendations and analysis for a specific audience concerning a particular issue ( Kaplan2018). It is required to reflect attention to purpose and has a clear and concise purpose. An executive summary, on the other hand, demonstrates a problem and gives findings and recommendations of a longer policy report.
