The current issue of this assignment is to elaborate the most significant purposes of the various executive branches and layers of the government that deals with a policy that utilizes a present problem that depicts the US Healthcare System. 

First Possible Solution 

Considering the current issues affecting the US healthcare system, the system forms a significant part of all critical factors the government of the United States of America has to handle. The ethical standards in the US healthcare system have been an issue of concern in terms of how they have been compromised most of the time in the emergency room, medicine, and among the healthcare practitioners (Dieleman, Baral, Birger, Bui, Bulchis, Chapin, & Lavado, 2016). The Patient Protection and the Affordable Care Act (PPACA) that was enacted in 2010 designated an ethical contentious debate regarding the US Healthcare systems (Barr, 2016). Addressing the issues that incorporated the basics of American College of Emergency Physicians (ACEP) Code of US healthcare systems included keeping private the confidential information of patients, subsidizing the costs of healthcare so that everyone is catered for, facilitating access to healthcare, as well as terminating life-threatening problems caused by the healthcare systems.

Second Possible Solution 

Another possible solution is allowing devolution of healthcare to the local, federal and state governments. The national government should also be actively involved with the state government in making healthcare accessible to all (Dieleman et al., 2016). Within the local, federal and state jurisdictions, insurance plans Vis a Vis cash payments can be easily initiated and incorporated in the healthcare system. 

Preferred Solution 

The most preferable solution to the current US healthcare systems is the devolution of healthcare to the local, federal and state jurisdictions. This is because the US Healthcare systems possess laws that should be adhered to within nationally, notwithstanding the jurisdiction. For instance, the HIPA law prohibits taking pictures of other patients within the hospital, compromising ethical standards guided the practitioners, and among other restrictions (Dieleman et al., 2016). This framework is workable within the federal governments where things can be monitored comprehensively. 

Responsibilities of Government 

The US government has three executive distinctive segments namely the Legislative Branch, Executive Branch as well as the Judiciary Branch. The legislative branch power was run and controlled by the Congress command, the Senate, and the House of Representatives (Williams & Wyatt, 2015). The federal government has a responsibility to manage national affairs like health, education, environmental concerns, and industrial dealings among others. The state government is responsible for institutions like schools, hospitals, environmental conversations, the streets, roads and among others. The legislative branch constitutes laws, pass the laws, appropriate funds and spend bills, impeach incompetent and compromising representatives. The local government has a responsibility for buildings, regulations, developments, public health concerns, community service, and community facilities among others (Dieleman et al., 2016). The approval of treaties of the United States with other regions that would benefit the health sector is done within the legislative branch. Every law concerning the healthcare systems has been constituted and approved by the legislative branch. 

The executive branch has the role of enforcing all the laws pertaining to healthcare systems. Such power is vested upon the president of the United States of America with his executive members (Dieleman et al., 2016). The president initiates the ministry of health in ensuring the ethical standards within the field are complied. The judicial branch has the role of ensuring that the laws being passed by the legislative branch as well as implemented by the executive branch are enforced. The Supreme Courts ensure that the laws pertaining to the healthcare system are closely followed and implemented by practitioners and representatives that are concerned.
