Notably, organizations such as the Department of Defense are specifically concerned with budget decisions and budgeting implications of policy decisions. On the other hand, firms like the State Department and Central Intelligence Agency have lower cost capabilities and thus are unconcerned about budget implications. However, they are more focused on direct impacts of specific policy decisions (Stigler, 2011).
