During their initial formation, most organizations usually have a mission to carry out, either internationally or locally, and some also need to uphold costly capabilities so as to effectively carry out their mission. The mission of some companies in the national security area inspires them to uphold substantial and costly abilities that may be put to use internationally (Halperin et al., 2006). Notably, organizations such as the Department of Defense are specifically concerned with budget decisions and budgeting implications of policy decisions. On the other hand, firms like the State Department and Central Intelligence Agency have lower cost capabilities and thus are unconcerned about budget implications. However, they are more focused on direct impacts of specific policy decisions (Stigler, 2011). 

The progress of operational objectives to carry out specific tasks also tends to influence an organization’s culture and decisions provide authoritative tokens of rules and identity for future action (Park, Choi & Park, 2011). Generally, organizations such as the DoD, CIA, and State Department enhance capabilities and provide higher capacity for coping with novel strategic situations. According to Blankshain et al. (2016), policy making efforts, therefore, surpass the present competencies of other government institutions. Presently, given that social media is providing a new avenue to express public opinion, governments and organizations will be forced to incorporate the public in the policy discussion phase (Telhami, 2014).

The manner in which the American government has opted to frame its national security system to handle national security issues has a huge influence on how the policy is designed and implemented Blankshain et al.(n.p). Additionally, the DoD, CIA, and State Department all have cultural policies that influence the national security policy decision making (Cooper & Schmitt, 2010). Most importantly, the National Security Act of 1947made it possible for these three agencies to participate in the decision making process. The National Security Council is the mechanism through which the DoD, CIA, and State Department can exert regular influence on national security policy (Gvosdev, 2013).
