Successful health-care operations depend on factors such as organizational values, professionalism, and staff coordination. Organization values refer to a culture set by an organization that defines the beliefs, values, and assumptions governing workflow within the organizational environment. Professionalism refers to competency employed in the work premises ("Evidence-based practice" EBP 2019). In health care operations, the existence of organizational culture and professionalism fosters the application of evidence-based practice (EBP) which is a combination of patient values and preferences, clinical expertise, and the best scientific evidence. EBP is a clinical ideology that enhances improved patient outcome using principles such as hierarchies of scientific evidence and the fact that evidence alone cannot be relied on to make the decision. Been a factor of consideration, it is important to investigate the application of EBP by recommending strategies that can promote an organizational culture embracing application of EBP, analyzing hindrances facing its application as well as examine ways into which nurses can further its uses in health care operations. 

Ways of Promoting an Organizational Culture that Embraces the use of EBP 

There have been various ways of promoting an organizational culture embracing and using the EBP. To enhance this, it requires strategic management which is capable of creating private premises for workers, gives employees some control of their working environment, develops objective policies, uses opportunities to promote growth and learning, as well as communicating clear vision mission and goals statements (Nurs, 2018). Creation of private working premises enhances concentration in one's research. Organizational culture can be promoted through such actions that expand the availability of evidence data. Individual control enhances public speaking that fosters decision making. Therefore, giving some control to the employees promotes organizational culture and EPB through flexibility and teamwork.

There exist opportunities that foster growth and learning in organizations. For example, Provision of educational scholarships for the staffs and implementation of technological projects (Black et al.2014). To promote the organizational culture and application of EBP, it is essential to make use of such opportunities in advancing employee skills and knowledge that foster their professions. The vision mission and goals statement serve as the driving force for any organization. Setting it clear and keeping it a daily norm is one way that can promote organizational culture. It helps employees to have an objective of purpose and as such make them deliver timely and quality services. 

Hindrances of a Rehab Unit for Elderly Patients 

Healthcare facilities are environments made up of a multigenerational population consisting of elders, children and millennial. Each of these categorizations responds differently to treatments and associated therapies. It, therefore, requires the application of EBP to provide effective nursing as per the cultural diversity of the population. As much as organizations aim to apply EBP practices to foster their cultures, there are hindrances that tend to jeopardize these motives. For example, over-reliant on the knowledge exchanged between the organizational colleagues (Cleveland Clinic, 2017). Over-reliant on the organizational culture limits nurses exposure to scientific evidence from personal research. This affects social interaction with elderly people where some therapies require more of personal knowledge than collective information. 

Lack of perceived authority, time and resources is another hindrance facing the rehab unit. The scarcity of facilities required for data analyses, interpretation, and therapy, hinder delivery of quality services (Nurs, 2018). The reason behind this is that elderly people in rehab require an integrated intervention that best suits their condition. Lack of confidentiality to advocate changes is another hindrance caused by organizational culture in the rehab unit. It means that the lack of confidence in one's doing, and poor decision making affects the delivery of services in the rehab unit (Nurs, 2018). The management needs to implement policies on health professionalism where workers need to be dependent and active enough to generate changes in development. Therefore, to provide effective therapy and treatment services to the elderly in the rehab unit, the management needs to implement strategies that seek to promote EBP as well as create and support a culture that is receptive to development ("Evidence-based practice" EBP 2019). An example of this is the use of academic partnership where the healthcare facility can merge with academic institutions to boost research and enrich workers with quality skills and knowledge. 

Nurses Responsibility in the Application of Evidence-Based Practice 

Application of EBP is a collective practice where the major stakeholders of the rehab unit need to take some responsibilities to bring EBP into action. Some of these responsibilities are defined in the nursing cycle, and they include, asking, acquiring, appraising applying and assessing (Trammell, 2014). Asking entails revealing one’s concern of his or her patients. Acquiring involves searching for scientific evidence. For example, looking for the best therapy that should accompany treatment for the elders in rehab. Appraising involves the review of articles to validate one's findings. Assessment is the evaluation of the effectiveness of the findings (Black et al.2014). A good example of this is the comparison of treatment with extra therapy and without. Therefore, nurses should engage in such responsibilities to further the use of EBP in the elderly rehab unit. 

In summary, EBP is of great importance in any health care organization. Use of strategies such as the development of objective policies and use of opportunities for growth and learning are among the strategies that can best promote the culture of an organization. Hindrances such as professional knowledge limitation, lack of confidence and scarcity of resources hinder the growth of organizational culture. To enhance the application of EBP, the nurses should be able to ask, acquire, appraise, apply and asses their responsibilities in healthcare units. Lastly, organizations should use strategies such as partnerships with academic institutions to strengthen the culture of EBP in organizations.
