There are many ways to develop instructional models. This has been a long debate on which is the most effective model to best be in a position to reach adult learners. In accordance to (Phillips, 2005) is to present relevant information to the learners, work within a welcoming environment for the learners, engage the learner and finally allow the learner to share their experience. This critical factor revolves around the culture 

In developing an instructional model, the first question that one must ask Is. Who are my target audiences and what am I going to teach them? To answer this question, one must look at the adults learn background. The background is key to look at the values and belief. Learning more about your learner background allows you to know the fundamental of a given set. For example, an adult group in one area can discuss the issues around sex freely while adults in another area may consider this topic a taboo or even not fit to discuss giving your more insight. This approach will give you more clearly on who you are engaging. You will be able to prevent going against some communities or group of people cultural value and beliefs. While look at the background of you learn the personal traits, pace in learning should also be considered.

It is also of importance to know what is the learning objective. Most of this objective should be aligned with the culture systems. Know what you want to train the adult learner is also very key to creating an effective learning process. Objectives are good because it enables the learner to know what are the roles that they are expected to play in order to make the learning experience a success. 

In adult learning, the traits of the teacher should be of high standard (Phillips, 2005). The teacher should believe that all the adult learners can learn in regardless of their age and has the desire to explore the different method to ensure that the is a common understanding between the learner and them. The trainer and teacher should agree on the diversity of adult learn and be able to bring the different culture into one unified development culture for the learner within a selected audience group. 

Once the target audience, knowing the learning objective and having a highly qualified teacher the next thing is creating a learning environment for the adult learner. Most adult learners are affected by the environment they are in and in developing a learning environment one must look at the value system in cooperated with a certain belief that his learner has. The learner's environment also affects the communication method that one will use to able to train the learner for example if you have learner within a small room and in a circle, the most learner can speak as compared to if you have learned in a big hall. For adults learners, most of them will consider informal learning 

In conclusion, when looking at adult’s learners, there are some many things to consider to be able to make the learning process more effective and interesting. There are strategist and ways that will make the learner fill comfortable will be able to get a lot from the learning process ( Gee, 2003) . As they look at Structure of communities and how learning occurs in them you will be surprised at how culture affects the learner's experience.
