A victim refers to a person who withstands the worst of someone else’s actions. These actions result in unwanted s uffering on the side of whoever is on the receiving end. On the other hand, a perpetrator is the person behind the occurrence of an undesirable situation. The perpetrator in this case gives impetus to whatever causes the suffering. Therefore, the victim and the perpetrator are viewed from various perspectives, with certain pointers earning each their specific titles. Against this backdrop, therefore, t he young women in the documentary have received their labels from the various points of view.

In the documentary , the young girls have majorly been portrayed as the victims . This is seen as the sto ry unfolds and seamlessly interweaves the similarity of their circumstances, as it comes to a close. The story’s central theme is s exual exploitation. In this respect, t he young girls fall prey to the men who are pretending to care for them . The perpetrators’ main agend a is to use the girls’ femininity and sexual appeal to generate income so as to get out of their low-income neighborhoods. This is seen as an art that they have perfected, which can also be viewed as a form of brainwashing . The fact that the innocent young children have to peddle their bodies on the streets for money to the advantage of the men makes them victims. This is worsened by t heir limited movement that leaves no room for e scape. The actions of the men in the documentary, therefore, totally violate and disregard the rights of the minors .

In a surprising turn of events , the young girls turn into perpetrators after some time. However, n o one understands what pushes the girls in to th e situation, and all the public se es are prostitutes at work. Therefore, the public perception of the girls is devoid of the hard facts. As depicted in the documentary, the girls are brainwashed by their pi mps. Consequently, t hey falsely believe that they are only good at prostitution. As a result, p rostitution becomes a vice that they engage in without realizing how destructive it is . Prostitution turns into a norm for the se girls , especially after having become indifferent to their circumstances. Due to this, t he young and promising futures of the girls become shattered and bleak the moment they morph into perpetrators unconsciously . 

T he criminal justice system views the girls a s perpetrators since they are not legally expected to be in volved in the trade. For instance, t he courts may try to exercise jurisprudence by striking a balance between the young girls being victims and perpetrators. This is because the courts would attempt to find the reason and intention behind that kind of behavior from young people . Further, t he GEMS Programs would have a different perspective on the whole situation. The fact that their mission aims at untangling young girls from such case s would make them view the young girls as the victims . 

In my opinion, the young girls should be considered victims. The fact that they are underage citizens with little capacity to make any meaningful and informed decisions exposes them to the cruel world of pimps. Further, t he regret in their eyes and the pain in their voices create a picture of exploitation due to their vulnerability. The girls remain victims in this situation since the law protects them against such outlaws that might prey on them. The most suitable criminal justice response to these minors is to have them treated as victims who have been exploited . As a result , the law should absolve them of any wrongdoing and instead deal with perpetrators. 

Some contradictions arise from the clash between the law that should protect the minors from sexual abuse, and that which criminalizes the involvement of underage girls in prostitution. This is because the purported victims also engage themselves in acts that predispose them to abuse due to their participation in sexual immorality to raise money, oblivious of the law that criminalizes their sexual engagements with adults under whatever circumstances. The victims, in this case, violate the same law that is supposed to be protecting them against the perpetrators of sexual abuse . 

A ddition ally , there are other potential secondary victims in such case s. These include t he customers who procure the services of the young girls as they sell their bodies on the streets for money. The se clients risk being robbed by the pimps who might use the girls to lure them to places where their valuables can be stolen with ease. Likewise , the parents of the young girls are also potential secondary victims . This is because they could be accused of neglect, yet in some instances, they may also be desperately looking for the se children who are not at home. This may, therefore, make the parents targets of the same pimps , in case the latter decide to demand ransom for the safe return of their daughters. Consequently, this entangles into an extensive network of many vulnerable family members who would do anything for the minor that is in the hands of the abusers. 

In conclusion, child abuse and sexual exploitation of minors is on the rise in many parts of the world. This is because in most cases, the victims believe they are getting some form of help from the perpetrators. As a result, these cases are not reported and leave the child ren traumatized and with a disoriented social life. The cumulative effect of the ordeal, therefore, makes the minors victim s that need more help than to be labeled perpetrator s of the vice.
