Introduction 

The US constitution advocates for the right to equal and quality education for all. Equity in education outlines that the government should provide all people with the basic skills of writing, reading, as well as simple arithmetic. In addition, equity in education prohibits the discrimination of education on the basis of ethnicity, gender, race, and socioeconomic status. Equity in education denotes that every student should be given the tools that they need in order to thrive (Education USA, n.d ) . Equality of education relates to how people are treated, such as the provision of students with an equal amount of instructions and respect while studying. 

Ways local municipalities and states attempt to provide equal and effective education 

The state government supports the right to equal educational opportunity for all kids in the United States regardless of their ethnic background, race, sex, as well as cultural and religious background. Therefore, the state government promotes equal and effective education by sponsoring all kids through taxes paid by its citizens. In addition, both local municipalities and state governments provide equal education by expanding access to high-quality early childhood education programs. The government also enhances effective and equal education by recruiting, training, and supporting many teachers across the country. As a result, there is a high teacher-to-student ratio, which makes it easy for all students to have an opportunity for quality education.

The government recruits teachers with strong leadership skills who are able to provide effective education and act as a diverse talent pool to ensure equality of education. Moreover, the state government provides students loans in an equal and transparent manner. The loans finance students in colleges, especially individuals who come from poor backgrounds, thus giving them an equal opportunity to access higher education (Usagov, n.d ) . The local municipalities enhance equality by developing education policies that help foster improvements in equity and performance, such as providing better support to the disadvantaged students who start school with deficits. Moreover, the local municipalities ensure that all children living with disabilities are taken to special schools without discrimination, thus allowing them to access equal education. 

Responsibilities of the federal and state government and local school district in education policy 

The school district, state, and federal governments have various responsibilities in the education policy. For instance, the school districts have the responsibility of selecting the curriculum materials to be used by students, such as films and textbooks, to be studied. In addition, the responsibility of school districts in the education policy entails the monitoring of finances as well as ensuring that education budget requirements are adhered to. The school boards are also in charge of hiring, assigning, as well as dismissing staff members of the schools such as teachers, secretaries, and principals. The responsibilities of the federal government in education policy involve funding educational programs and acting in the national interest to help ensure that education makes a difference to the economy, as well as the wellbeing of the society. 

The state governments are responsible for the operation and maintenance of public schools in the US. It is the responsibility of the state government to provide a school system where children receive an education. In addition, the state governments are responsible for the construction of schools as well as developing educational curricular. Besides, the state enforces federal laws regarding education, such as ensuring that all children get the right to education without discrimination based on gender, race, ethnicity, or religion (ed.gov, n.d). Therefore, it is a collective effort of the school districts, local and federal governments to promote equal and effective education as well as facilitate a good education policy. 

Whether state and local municipalities provide quality and effective education 

I believe that the education provided by states and local municipalities is equal to all and effective in many ways. For instance, state and local municipalities ensure that there is no discrimination of children when enrolling them in school. The states have helped to abolish the discrimination that existed, which created schools for the whites and non-whites. The municipalities and states have also ensured that the school curriculum is equal and encompasses aspects that help children to transform their communities after leaving school (ed.gov, n.d ) . The state and local municipalities have also addressed quality and effective education by minimizing overcrowding in classrooms and building many schools, thereby raising the standards of teachers, as well as ensuring that funding of schools is a priority. However, the state and local municipalities have failed in enhancing equal and effective education among the street children. The majority of homeless children do not get the opportunity to enjoy the right to equal and quality education. 

Conclusion 

All Americans have the right to access equal and quality education. The school districts, state, and federal governments work towards ensuring that all Americans get an equal opportunity to education. Some of the ways that the US government enhances equality and equity of education include funding learners through student loans, building many schools, developing an effective school curriculum, as well as enhancing the recruitment and training of many teachers to achieve effective and equal education across the country.
