Title IX is a federal law under the Education Amendments Act of 1972. The act protects individuals from sex based discrimination in education programs. It states that “No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance” (Moskovitz, 2016). Title IX covers all state and federal educational that receive funds from the Department of Education. The law has come under much scrutiny on its effectiveness due to increased sexual discrimination cases in mid-major colleges and universities that have been overlooked. Most women’s sport programs are underfunded, since most institutions lay more focus on men’s programs. Football programs have also been identified as the havens for most of the culprits who carry out demoralizing acts such as rape and sexual assaults (Moskovitz, 2016) . Stern actions should be taken on institutions that decide to protect such individuals, and possibly, they should be penalized financially and their programs suspended.
The requirements of Title IX require that equality be maintained between all programs for both male and female athletes. Football teams can consist of rosters of about 110 players which are close to four times the number of rosters in other teams (Anderson, 2016) . These teams have been blossoming under outsized budgets, television sponsorship contracts and coaches languishing in their million dollar paychecks (Anderson, 2016) . College presidents and football directors have failed to control the irresponsible spending of these teams depriving women sports of the chance to flourish and grow. Therefore, mid-major colleges and universities that do not meet Title IX standards should receive financial penalties for failing to adhere to the requirements stipulated in the act.

Increased focus on men’s football teams has led to the closure of other sports teams such as swimming and volleyball in which more women tend to participate in. The number of women participating in sports has increased immensely over the past three decades (Lowe, 2018). Mid-major colleges and universities have failed to maintain level ground for all sports activities by mounting more favoritism on other sports such as football. Institutions can make matters easier by simply adding more women’s sports without eliminating the men’s sports ensuring they have equal funding. Therefore, institutions that fail to meet Title IX requirements on equality should receive financial penalties.
Title IX covers all areas of sexual discrimination. It provides a set of procedures and actions to be taken in case of any accusations that involves sexual assault. Most mid-major colleges and universities have developed a rape culture such that any investigations into sexual assault claims have become increasingly biased against the female gender (Moskovitz, 2016) . In that sense, they should be heavily penalized financially, and receive suspension until they discard sexual discrimination. Reports indicate that 1 in 5 women have experienced sexual assault at one point in their college lives. In a recent incident, Florida State had to pay $950,000 to Erica Kinsman after her accusations of rape against the university’s star quarterback, Jameis Winston, were concealed from the administration by the athletics department (Moskovitz, 2016) . In 2011, the Department of Education released “the Dear Colleague letter”, which cited Title IX, required that actions be taken on any actions of sexual violence. Most campuses tend to protect these football players due to the sponsorships and huge benefits they bring schools. Most rape cases are concealed to prevent negative publicity outbursts from the public that would hurt the institutions image.
In overall, Title IX was introduced to ensure that all students could receive equal opportunities in education programs and reduce any form of sexual discrimination. However, sexual discrimination has risen to alarming levels. Most mid-major colleges and universities have failed to honor the requirements in the act. They should be penalized financially to ensure that they become stricter on such regulationspertaining to gender equality.
