Global governance is the governance aimed at dealing with trans-sovereign , (potentially) global problems and at producing global public goods. Transsovereign problems are those that transcend state boundaries in ways over which states have little control, and that cannot be solved by individual state action alone(Reggie, 1993, Pg 67-68). According to United Nation as used in the case, Global governance is a term that mostly looks at the world’s plans or agendas, everything from climate alteration to security issues, to economic growth issues, and looking at the fact that a lot of these were worlds’-scale problems that needed to be supervised on a global scale. In other terms, it is a movement towards political collaboration among trans-states actors, intended at negotiating responses to evils problems that affect more than one nation or region. World governance exists in the framework of globalization and globalizing regimes of power: politically, economically and culturally. This system is responsible for the acceleration of international interdependence, both between human societies and between humankind. It is essential since all states face mutual vulnerabilities; all share interdependence and all need to benefit from - and thus support-public goods (Reggie, 1993, Pg 67-68). Even the most powerful states in the world cannot achieve security, environmental safety, and economic prosperity in isolation or unilaterally, and so the global system rests upon a network of regimes, treaties, and international organizations

World / global governance does not challenge the notion of sovereignty since a state is a political institution in which sovereignty is embodied . An assemblage of nations forms a sovereign state's system : supreme authority within a territory (Bodin, 1992. Pg 78-79). It has only had the power to compel, to coerce the government in doing something that may be viewed as bad governance or comment on good governance of a state, but it does not challenge the sovereignty of a country (Bodin, 1992. Pg 98) . Thus, governance at the global level is fundamentally different from governance at the nation-state level in that it frequently lacks means of enforcement and predominantly relies on nonhierarchical, horizontal modes of policy coordination and cooperation.
