Social Values That Have Influenced the Establishment of the “Housing Homeless Veterans Act of 2017”

The establishment of the “Housing homeless veteran act 2017” as detailed by "H.R.3389 - 115th Congress (2017-2018): Housing Homeless Veterans Act of 2017", (2019) was influenced by several social values that include responsibility, status recognition, community, and giving back to the society. Homeless veterans are a major problem in the USA especially due to their advanced age and prolonged absence from their homeland. Most of the veteran spent their life serving outside the nation of government assignments and only come back home after retirement. The long absenteeism makes it hard for them to secure housing (Byrne, Montgomery & Fargo, 2015) . However, the government through the bill found it fit to provide a housing plan that aids house the homeless ("H.R.3389 - 115th Congress (2017-2018): Housing Homeless Veterans Act of 2017", 2019) .

The veterans earn status recognition of the citizens and the government by their faithful service to the nation. As observed by (Chou, Sucgang, Zechiedrich & Trautner, 2018), the service of the veterans makes them unique. It demands them to sacrifice their company with family members and friends to serve the nation. As such, it is out of recognizing their status as veterans that the bill accords them housing (Byrne, Montgomery & Fargo, 2015)

Additionally, the bill is an act of responsibility by the government and the citizen on its veterans. The responsibility as a social value emanates from the fact that the veterans have served the nation while they were still energetic. Therefore, the government needs to be responsible enough to house them during their advanced age that comes with decreased productivity (Byrne, Montgomery & Fargo, 2015)

Similarly, the Americans' social value of giving back to society influences the bill. It is an appreciation of the veteran’s service. The veterans sacrifice their lives for other citizens by accepting to work in isolation. Their service makes the nation proud. However, when they come back home, all their pride is lost because they cannot afford houses in their country. As such, the government through its public resources gives back to its veterans by providing them the much-needed housing (Byrne, Montgomery & Fargo, 2015) .

Finally, the act is influenced by the social value of caring for the community. The USA has an elaborate social work service system. Social workers are localized in the different area of the nation and strive to resolve community issues such as helping the homeless get homes by accessing their needs. The bill as stated in "H.R.3389 - 115th Congress (2017-2018): Housing Homeless Veterans Act of 2017",( 2019), equips them to fulfill the social responsibility that rejects scenarios such as one member of the community being homeless whereas the others are housed. Therefore, the bill ensures that the whole community is catered for especially those with advanced age by providing them with housing.

The Intervention Level of the Policy

The Housing homeless veterans Act of 2017 is a multilevel intervention measure. As such, it falls under the macro, the mezzo, and the micro-social intervention levels. By virtue that it has been pushed to the legislative level of the nation, it can be categorized as a macro intervention level. The legislation seeks to address the problem of a homeless veteran from a national point of view. As such, it will help the social workers to aid the homeless veterans within their area of jurisdiction benefit from the program (Knight & Gitterman, 2018) .

The program can, however, be also classified as a mezzo interventional measure. Vakharia, (2014) discusses that the mezzo social intervention involves the localization in a particular region. According to ("H.R.3389 - 115th Congress (2017-2018): Housing Homeless Veterans Act of 2017", 2019), areas with a higher population of veteran homeless will receive priority in the issuance of the rental assistance voucher. As such, the concentration on the regions with a high population of the homeless veterans, make the campaign localized: A characteristic of the mezzo-social intervention strategy. Nonetheless, the intervention addresses areas with many homeless until it reaches the macro level impacting the whole nation. 

Finally, the intervention plan can also be classified as a micro social intervention plan. It is micro in the sense that the local social workers identify the single homeless veteran. The social worker then pushes for the veteran to benefit from the bill by forwarding their statistic to the department of housing and urban development (Knight & Gitterman, 2018) .

In conclusion, it is right to argue that the bill addresses more than one level of intervention. Its application first realizes the micro intervention level through the work of localized social work. It then advances to the mezzo intervention level through the focus on areas with a high population of homeless veterans and finally, culminates to a macro intervention level after its effect has been felt nationally through its resolution of homelessness of several areas with high population of homeless veterans across the nation.
