The author is critiquing the new Bill which recognizes the existence of gaps in the innovation undertakings especially challenges faced by the underprivileged members of the society such as women and economically disadvantaged individuals. The study is required to find out the reason for the low number of these disadvantaged groups. According to the author, the problem is that there is structural bias in connection with the application which makes these underprivileged groups not to be given chances in patent rights space.

The author suggests that for there to be a true improvement in the innovation created by these underrepresented classes, the proposed Success Act should take a keen interpretation of both sides of the issue. This Act should be more inclined to increasing and improving the ability of the less privileged groups such as the economically unpowered students to obtain the patents. In addition, there is a need to create an enabling environment where these groups can protect themselves from any unwarranted assertions. Therefore, the author opposes the idea that there is a need to increase the number of patents. Instead, he supports the need to promote self-protection from the less privileged individuals.

Rhodes bring an aspect of rights activists in the education sector. The activists have been drawn from different organizations ranging from Citizen Commission of Human Rights, the National Council of La Raza, and the Education Trust. These organizations have promoted rigorous reforms brought forth by the federal government. It should be noted that the author is portraying the important role played by these civil rights activists. He states that these reforms will create an open awareness of disadvantaged students. There is an acknowledgment that the students from this group have faced the challenge of inattention. Therefore, the groups are in support of the federal government policies which are seen as the best way to bring on board the schools where these underpriviledged students are found.

It is significant to note from the author of this book that the advocacy from the activists is informed also by the need to increase the federal government funding. Additionally, there is support for the increase in educational funding based on equity for all the schools. Again, there is a need to promote funding so as to improve the conditions of education for these disadvantaged students.

According to the US Department of Education, the amount of funds remitted from the Education Department is only 8% of the total expenditure remitted by other sectors in education. The US Department of Education was formed by the federal government of the United States majorly to create an enabling environment where students could get an education at both the secondary and elementary levels to enhance global competitiveness. Even though the Education Department has not made significant steps in its own agency endeavors, the programs it has initiated have been seen to change and promote the educational mandate. According to specific statistics, the programs serve about 98,000 public schools, as well as 32,000 private schools. 

The US Department of Education is given the responsibility of providing work-study assistance, loans, and grants to approximately 12 million post-secondary students. This kind of assistance is important for changing the state of the educational achievement of students with financial difficulties. It is vital that the author gives an important resource based on statistical data on the role played by the Education Department in post-secondary education which can be of importance for the analysis of financially challenged students.
