1. There are a number of differences between values, ethic and laws apart from the size of the population they may affect. For instance, in a particular country, the laws are the same and everyone is expected to live by them while ethics will vary among different groups in the same country such as different professions or even religions. Values and ethics are also more of guidelines of how to conduct oneself and are based on the moral actions and beliefs of people in that society while laws refer to rules set by the authorities and also attract punishments or penalties unlike values or ethics ( Muzumara, 2018). 

Ethics were developed for counselors to guide their professional duties and ensure that the dignity and ultimate well-being of their clients has been ensured.

With regards to an MSc in Addiction Counseling, the ACA and NAADAC codes of ethics would be much better to offer guidelines. The ACA offers guidelines on how a counselor, regardless of their specialization, should act while the NAADAC is more tailored for counselors dealing in addictions which corresponds to the course. 

The various codes of ethics demand that a ddiction professionals need to be aware of cultural, societal and other differences that exist amongst their clients and show respect for these differences. Where necessary, they should seek assistance from other professionals to assist in situations where there may exist some bias or prejudice. This would ensure that a client receives quality assistance regardless of the compatibility of his/ her values with those of the practitioner ( Muzumara, 2018). 

2. After a close review of the timeline, the 1961 publishing of the First Code of Ethics for Counselors stood out as a very important event for the profession. It came after the ACA milestone of 1952 when the ACA was established under the name American Personnel and Guidance Association. The 1961 code of ethics meant that the professionals under the association now had a guideline of how they were expected to conduct their professional duties and this was crucial in keeping the counseling profession in check and ensure that members act for the wellbeing of their clients (ACA b , 2018). 

The NCDA (National Career Development Association) is one of the founding divisions of the ACA and together they represent the interests of their members, counselors, in congress. It was founded in 1913 as the National Vocational Guidance Association before changing its name to NCDA in 1985. Its mission is to ensure professional development of individuals who empower others in the society to fully achieve their life goals (ACA a , 2018).
