One of the bills which have introduced in the state of Colorado and which affects children and families is the Low-income parents Ed Child Care Bill. The Low-income parents Ed Child Care Bill is aimed to create a task force that addresses the child care needs of low-income parents who are seeking to advance their education. The task force is aimed to develop strategies and procedures for local and state agencies and higher education institutions to coordinate efforts and to identify resources can be used address the child care needs of low-income. 

The bill sponsors and their affiliations are Brittany Pettersen and Michael Merrifield. Brittany Pettersen is a candidate for Colorado state house district while Merrifield is the state senator for Colorado. The bill originated from the district house of Colorado where it was introduced by Pettersen before proceeding to the senate. The bill number for this bill is HB16-1050 while the bill title is Low-income parents Ed Child Care. As mentioned before, the bill creates a task force that addresses the child care needs of low-income parents who are seeking higher education. The fiscal implication of this bill is that it results in an increase of the state expenditure by 25,533 dollars per financial year. The bill will not be passed because child care is a complex issue and it is hard to address it completely. As such, it is unrealistic for the state to assume this responsibility. However, the bill is noble and it would have gone a long way in helping low-income parents with young children to take care of the needs of their children.

I am writing to support the enactment of the Low-income parents Ed Child Care Bill. This bill is a fundamental and crucial first step in supporting the needs of low-income parents and their children. It shows a commitment by the state to improve accessibility to education irrespective of one’s economic status. It is also a commendable attempt to end the inequality in the access to education which has affected mainly the low-income parents. 

There are a number of areas of the bill that I would like to point as crucial in addressing child care needs. One of them is the individuals which will make up the task force. According to this bill, the task force will comprise of social services workers who understand child issues. This is crucial in addressing the child care needs. Another area of the bill that is crucial in addressing the child care needs is the communication with parents. The bill provides that communication with low-income parents will be initiated with regard to provision of child care services to their services. This is important since it will provide parents with an opportunity to take part in the decision making process to determine the child care services given to their children. This will ensure appropriate services are provided to each child. 

However, while I support the good intention of the bill to provide support to low-income parents in taking care of the needs of their children, I am concerned that the budgetary allocation for the role is insufficient to cater for all the child care needs. Child care needs are diverse and many and they require substantial investment for them to be taken care of adequately. This should thereby be addressed.
