Introduction
The primary role of public administration it to explain how the government decision affecting the public functions and projects are made and the strategies which are put in place to ensure that such decisions are well taken and implemented in public ( Hughes, 2012). The public administration solves difficult issues which face the public and the government as well. The case of the Man on a Wire where Bart Stupak found himself in the middle of the clash on the reforms on health sector which gave birth to the Obamacare and the abortion issue is a typical situation where public administration played a key role. The paper, therefore, will address some of the public administrative matters which featured in this case and some of the ethical matters that were evident in the case study. The paper will conclude with an opinion on the final decision on how the issue of abortion was handled on the case.

The man on a wire case brought about many administrative matters. The first evident administrative issue was the healthcare reforms issues ( Bryson, 2013). The function of the public administration is to handle matters that affect the citizens. In this case, the president came up with healthcare reforms which were to help people secure more beneficial way of accessing healthcare in the country. Obamacare was a healthcare reform aimed at ensuring that healthcare accessibility and affordability among the public was under control. The main idea of the change was to make sure that people are insured or have a medical cover so that with little payment, they can access all kind of healthcare intervention. It was also aimed at improving primary care accessibility which was decreasing in the country due to the cost of healthcare activities. The next administrative issue which also comes out clearly in the case study is the debate on the abortion issues and how it should be adopted on the public healthcare reform. The public administration is tasked with ensuring that the citizens are well served, and their opinion counts on the matters which affect them. The issue of abortion bill inclusion in the Obama care stood still with only a critical vote from the side of Stupak and its ACA group as the only difference which could either lead to its inclusion or rejection. Stupak got all the pressure on the opposing side of his religion and the supporting aspect of the democratic leadership. He also got pressure from the anti-Obamacare reforms which had an intention to use the abortion inclusion change to kill the entire bill. He, however, made a deal with the President and the strict abortion constraints were passed alongside the entire bill ( Draper, 2013). The last public administrative issue which was addressed in this case was the abortion restriction as legislation in the bill which was arrived at after the Stupak made a deal with President Barrack Obama. Abortion is a public issue and its effect many individuals in the country. The decision which was made to have it restricted in this case, therefore, was one of the general administrative matters.

Ethics create boundaries of operation within the workplace setting and the environment of every individual in the society ( Resnik, 2011, May). Ethics, therefore, act as guidance to our daily operations, and hence we need to ensure that our actions are in line with the morals which govern such activities. In the case of the Man on a wire, there are many ethical issues which touch on ethics. From the public administrative viewpoint, the following are some of the problems which raise ethical questions. The first is the influence in decision-making. According to the ethics Principe of autonomy, an individual should make a decision based on his or her perception without influence whether positive or negative from any person. In this case, this was not achieved. Stupak had all forces from the pro-catholic reforms, the anti-Obamacare group and the Democrats all who wanted him to make a decision which would favor them. Alternatively, the decision to make abortion constraints as part of the Obamacare was also done under the influence ( Rossouw et al., 2010). This was also not in line with ethical principles in public administration. It was set by the president as an executive order for the president to earn the support of the Stupak and his group. On the other hand, consent is essential in the public administration. The act of the president agreeing on the abortion case in the bill was in line with the legislative ethics. Ethical dilemma was also witnessed in this case where Stupak faced conflicting views.
Abortion has been an issue which has brought about the debate in the many countries in the world. The anti-abortion are usually the religious group, and this is the reason why Stupak had to ensure that he impressed his religious supporters by making sure that abortion had strict constraints in the country. In my perspective, this action was right since abortion has been associated with high rate of death among young women and therefore should be regulated to reduce the rate of such incidences. His approach was also good since he played safe not to antagonize with any side when he requested the decision to be passed in the form of the executive order.
