The Michigan Athletic Association (MAA) was formed by public and private athletic clubs, boards, and committees within the state. All clubs, boards, and committees in the state can join the association on a voluntary basis (“Oregon School Activities,” 2016). The association is organized and structured in a hierarchy to facilitate decision making and event organization. MAA’s main duty is to formulate policies, set standards, develop, and organize athletic activities within the state as well as organize and facilitate state representation at higher levels. The association’s operations are guided by equitability principles to enhance a healthy competition (NSAA, 2018; “NSAA 2016-2017,” 2016).
The MAA is structured in a hierarchy and decisions are made based on the contribution of all the relevant levels. The lowest level is the club committee and the highest is the State Sports Council. All the rules and regulations emanate from the Council and should be adhered to by the county boards and club committees. Club Committee
The rules and regulations of the association are proposed from below upwards until they are adopted by the Council. A new rule can be proposed by a member club, committee, or board and is discussed at the by the different club committees. The decisions of the committees and the rules proposal are then forwarded to the county boards that review them and make their own decisions. The process is repeated upwards and until it reaches the Council which adopts the rule or rejects it for and recommends changes (“Changes to the NYSPHSAA,” 2017).
The formulation of rules and regulations follows a hierarchical structure from the bottom towards the top. Decisions are first made at the lowest level before they are reviewed by higher mandates and adopted by the council.
