The foreign policies of states vary depending on the interests of the particular states. All the states of the USA have their own distinct and objective policies that are informed by the nature, resources and demographics. New York State is one of the biggest states making up the world’s super power. There are several foreign policies designed and implemented by the ministry of foreign affairs which outline the models of the specific policies and their expected goals. The needs and situations of the particular states necessitate the development of foreign policies relevant to the objectives laid down by the decision making authorities.

The information regarding the foreign policies of New York is available in the online archives of the ministry of foreign affairs. The information is obtained from the policy articles and models in the website resource. Therefore, the information is accurate since it is first hand. The information available in the website is designed for audience all over the world. Some of the resources are available in Russian, Japanese, and Chinese languages. This therefore indicates that the website resources are relevant across continents and races. However, the information available is shallow as they are limited to statements and highlights without comprehensive analysis. One of the main factors that contribute to the extent of relevance of such information is that New York City is composed of a greater percentage of world’s racial composition. Furthermore, the state harbors a great number of industries that provide opportunities for employment. Therefore, there it attracts immigrants from all over the world who seek employment opportunities as well as improving their living standards. The population therefore is high and represents almost every race in the world.

New York State has developed various policies that regulate its interaction with foreign agencies. One such policy is the human trafficking policy which explains the various forms of human trafficking and how the state will handle such occasions. Human trafficking according to the policy seeks to regulate the influx of immigrants who seek job opportunities. The policy further stipulates the framework for responding to cases involving human trafficking. Sex and child trafficking are also outlined in the policy together with the list of locations and industries where human trafficking is common. The state undertakes to protect the rights of the victims. The manufacturing industries account for the largest number of victims of human trafficking as they provide readily available opportunities for employment. The people identified as those facilitating human trafficking include veiled employment agencies which source for foreigners who will be absorbed in the industries. Drug traffickers are also identified to be using foreigners to smuggle drugs into the state. Drug trafficking therefore, accounts for many civil problems affecting the State. Insecurity is a major concern for the State and it has consequently deployed security forces to specifically handle cases regarding drug trafficking. The policy therefore, seeks to curb the menace of foreign immigrants who are illegally brought or make their way to the state.

The State has also implemented policies concerning foreign trade. The policy addresses the specific concern of the rising amount of outdated technology devices set for dumping. The policy stipulates that the devices should be reassembled and be sold in foreign markets. The initiative was set to address the issue of conservation of the environment as well as the threat posed by the waste devices to the health of the citizens. The department for international trade actively participated in the development and implementation of the policy that will see the state rid itself of obsolete technology equipment and devices. Therefore, the policy takes advantage of the foreign market and the goodwill of foreign partners to generate revenue from items that would have otherwise ended up in the dumpsites. The policy also helps to create employment for the jobless. This is because the firms recycling the equipment will hire the jobless to work in their firms. This therefore assists in enhancing security as many people will be engaged in meaningful employment opportunities created by the implementation of the particular policy. The important aspect of such a policy is the fact that its significance can be traced to the result of its application.

The state has also instituted a foreign law seeking to address the problem of immigrants. It will address how foreigners will be admitted into the state. The foreign embassies are therefore presented with circulars displaying the stipulated framework surrounding how one can be granted permission to settle in the state. The policy is significant in the sense that the number and demographics of the immigrants admitted can be traced and managed efficiently. The database for such immigrants is maintained. Their conducts can be monitored and evaluated to ensure that they contribute to the development of the state constructively. The policy applies to any foreigner that seeks to live in the state. The policy, furthermore, can help to generate data that will be helpful in forecasting the annual number of the immigrants expected and whether the state can accommodate. The specific characteristics of the immigrants can also be analyzed in order to provide the necessary objectives as far as the applicability of the policy is concerned. The policy is implemented by the department of immigration which ratifies and documents applications for citizenship. The department further provides information for planning and development of population related policies that have the potential of solving various issues relating to welfare. The state is able to increase expenditure on security and health care in order to cater for the whole population effectively and efficiently. Without such information, the state can find it hard to provide basic and critical utilities to the public. This can lead to unrest or civil actions which can paralyze the economy hence leading to losses.

Foreign labour contracting policy was also developed to regulate the use of foreign labour in the production chain in New York economy. The foreign policy seeks to stipulate guidelines and procedures to be followed while procuring foreign services in order to ensure that the practices involved conform to the established laws of the state. Of great importance however is the extent to which the state allows domestic organizations to outsource foreign labour. Factors such as the cost of the labor involved and the profile of the parties are closely evaluated to ensure that the rights of the parties are protected. The information of the foreign source of the service is provided in order to establish whether or not to allow.

The State also has foreign oil import policy that seeks to regulate the amount of oil imported. The main objective of the policy is to limit the use of non-renewable energy and encourage utilization of green energy. The policy therefore is in line with the international community advocacy for use of green energy in order to reduce the effects of global warming. The use of non-renewable energy leads to the release of gases responsible for the greenhouse effect on earth. Therefore, the policy has far reaching foreign influence because the trade partners’ balance of trade will be negatively affected. As sensitive as the policy is, it is still considered the most responsible and ethical move necessary to address the menace posed by the grave effects of global warming. Therefore, it important to point out that, sacrifices are associated with good courses such as the conservation of the world’s environment for the future generation. As such the policy has the goodwill of the international community as far as environmental conservation is concerned.

Another foreign policy employed by the state is the policy of promoting foreign investment in the state. As such the state tries to stimulate the growth of the domestic economy and consequently provide employment. Establishment of manufacturing industries will improve the income per capita of the citizens in the state. This is an initiative that also seeks to position New York as an investment haven in the USA. This indicates that indeed, the policy is important in the economic development of the country.

Foreign disaster assistance is another policy employed by the state in order to facilitate and improve international ties with the countries they have fundamental interest in. The policy serves to enhance the philanthropic aspect of the state and demonstrate its commitment to preserve life.

From the information available in the foreign affairs website, one can point out the significance of the policies and their applications because they were developed on a need basis. For instance, the foreign policy regarding human trafficking was developed to address the increased cases of human trafficking involving minors. The materials are convincing because the concerns raised are real. Therefore, the foreign policies are very relevant and useful in addressing both local and foreign concerns.

In conclusion, it is important to appreciate the impact of the policies developed and implemented by the state of New York in improving the quality of life of citizens. Therefore, the policies have significant contribution in solving daily problems facing the citizens and the responsible authorities.
