Obesity is a health issue and only parents can ensure that their kids do not develop the condition. In most cases, obese people end up developing other health issues if not controlled at an early stage. However, it's good and easier to prevent it rather than letting it happen and then start controlling the condition. Letting a child become obese is a form of maltreatment which should be blamed on their parents. However, in the provided videos the parents show negligence and are less concerned with the weight of the kids.
For a kid to be obese it's a sign of poor parenting since babies are usually under the full care of their parents because they cannot take care of themselves. It's the responsibility of parents to watch what their children eat and follow any dietary instructions provided by the paediatrician. Babies cry for different reasons and not because they are hungry only. However, one of the parents keeps on feeding the baby every time it cries and cares less about its weight. This parent fails to understand that even if her baby cries for food she should be careful with what she feeds her.

The second parent is also negligent and does not follow instructions given to her on how she should feed her kid to avoid the condition. This is a form of maltreatment to the baby because she is the one who is supposed to take care of it. Parents, especially mothers can be negligent at times and fail to observe their babies’ diet which could result in obesity. If a baby grows up being obese then we blame the parents for not being concerned with its health. This becomes a form of child maltreatment amongst many others.
