Civil rights and civil liberties are protected under the Constitution. It is for this reason that in the bid to protect the civil rights and civil liberties in Texas, the Federal government by guaranteeing that it was going to treat all people equally. Such proclamation by the government was due to the fact that people belonging to different groups in Texas had historically been denied opportunities and similar rights as others. Therefore, this meant that it was unlawful for universities or schools run by the government to differently treat students based on their ethnicity, national origin, sex, age or race. This is because, in the 1960s and even 1970s, Texas was notoriously known for having schools where only a certain gender or race was allowed to study. 

It is for this reason that such pronouncement by the government helped put an end to such kind of discrimination, thus ensuring that the essential civil rights and the civil liberties were protected. Therefore, it was a violation of policies regarding civil rights if schools declined to admit students on the basis of aspects such as national origin, sex, ethnicity, race or gender. This was enhanced by the government to move to guarantee the protection of civil rights and civil liberties in Texas. It is for this reason that the clause “all men are created equal” was adopted in the declaration of independence and has subsequently been featured in the 5th and 14th Amendments to the United States Constitution. Besides this, it has also been featured in Article 1 Section 3a of the Texas Constitution, thus emphasizing the seriousness of the federal government in the protection of civil rights and civil liberties in Texas. Therefore, those who violated such rights and liberties were liable to be subjected to unusual and cruel punishments by the federal government and even the state government of Texas.
