Florida's 4th Congressional District (Address 32259) is one of the Congressional Districts located in the State of Florida in the U.S. Like the other congressional districts, Florida's 4th District has representatives voted in by the district occupants legible for voting. Florida's 4th Congressional District has three elected officials, i.e., two senators (senior senator and a junior senator) who represent the whole state, and one representative, also known as congresswoman/congressman. The two senators are Marco Rubio, who is the senior senator since January 5th 2011, and Rick Scott, who is the junior senator since January 8th 2019. On the other hand, the Districts' representative is John Rutherford, who started on the 3rd of January 2017 (Govtrack (a), n.d.). 

Of the three Florida's 4th Congressional District leaders, I tend to be more interested in senior Senator Marco Rubio. There are very many politicians across the U.S. Yet, there are only a few who can speak things out the way they are without any fear of being persecuted by other leaders and the community, for instance, Senator Marco Rubio. As much as not every man is perfect, Senator Marco Rubio stands by his thoughts and ideas, imparting knowledge to the society through his leadership. Senator Marco Rubio has been able to sponsor numerous bills that aim to better the community and ensure a brighter future for Florida's Districts (Govtrack (b), n.d.). Ever since getting into public office, Senator Marco Rubio's focus has always been on changing the people's livelihoods and creating a better society. His thoughts tend to be on making life better every day. Senator Marco Rubio, while still in the Florida House of Representatives, he came up with a proposal known as the "100 Innovative Ideas for Florida's Future" which got considered after reaching the legislature, and over half of the ideas in the proposal were passed into law (Biography, 2020). Stepping into the senatorial office, he delivered on his promise to bring change. He made numerous accomplishments for the Florida State and, with his ideas, continued to bring change.

Born in Miami on the 28th day of May in 1971 to parents Oria Garcia and Mario Rubio, who were Cuban Immigrants who arrived in the U.S. in 1956, Marco Rubio lived through his life dreaming big living towards the American Dream. Coming from a middle-class background, Rubio's parents provided him with a pretty basic life. Rubio attended Miami Senior High School and graduated in 1989; then he joined the University of Florida, where he graduated with a Bachelor of Science degree in political science. In 1996, he left the University of Miami School of Law, where he earned a law degree. Senator Marco Rubio has his own family married with four children earning a pretty good salary. According to the United States Senate, Marco Rubio, just like the other senators, makes an income of about $174,000 per annum (United States Senate, n.d.) 

Senator Marco Rubio started his political journey in a public office in 1998 in West Miami, where he was a commissioner. He later rose the ladder to the top levels of politics, and in 2000 he was voted into the House of Representatives in Florida. He established himself a political force and became a majority leader and later in 2006 became the Houses' speaker (Marco Rubio, n.d.). In the year 2009, he took another big step into politics and announced his interest in running for the senate seat which was vacant after the then-senator had resigned from office. On the 2nd of November 2010, Marco Rubio defeated his opponents becoming the Florida Senator. Taking over the office in January 5th 2011, Senator Marco Rubio joined a number of legislative committees and fought against different bills and supported different moves to incorporate change. In 2015, Marco Rubio aimed for the big seat and announced that he would be running for the Republican nomination for the presidency in 2016 (Biography, 2020). Rubio failed in the presidential nomination and returned to vie for the senatorial seat he had left to vie for the presidency. Even though he had spent much time already aiming for the top seat and hoping to be nominated the republican presidential candidate, he still managed to kick back in the senatorial race and emerged victorious over his opponents. Senator Marco Rubio was re-elected back to senate in 2016 after garnering 52.0% about 4,835,191 (over half of the states' total) votes giving him his second term in office (New York Times, 2017). 

Senator Marco Rubio took over the office, set his pace and never stopped thinking of different ways to help improve the State of Florida and the whole of America. With his policies, for instance, family policies he aims at supporting families financially, awarding tax credit to families of up to $2,500 per kid, and subsidizing employers who grant their employees paid leave when caring for sick or newborns among others (Ehrenfreund, 2016). With this plan, Senator Rubio aims to put families together, closely knitted and reduce worrisome levels from parents and guardians concerning what will be what would not be. With this policy, Senator Rubio thinks it would be a great way of ensuring that families are always together that parents and guardians would not spend much time at work thus creating a balance between work, home and family. In addition, he believes it would create room allowing ample time for more interactions among families and neighbors, which would further boost relations throughout the state. The family policy would go a long way bettering lives, homes, and families across the country (Ehrenfreund, 2016). 

Concerning taxes, Senator Marco Rubio has had numerous ideas, for instance reducing ordinary income rates while eliminating a number of tax brackets. The Senators tax plan would eliminate estate taxes and eliminate taxes incurred on investments income (Ehrenfreund, 2016). Altogether, the Senators' tax plan encompasses an enormous tax break, especially among the rich as it would raise their yearly income. Moreover, this policy would provide a significant cash grant of about $2,000 for each person mostly among individuals who file their tax returns. Referred to as the "personal tax credit" by Senator Rubio, it would help replace personal exemptions and standard deductions; the tax credit would only be for the purposes of paying down tax bills by the taxpayers and is nonconvertible to cash. This tax credit would not be for every taxpayer since those earning over $200,000 would be exempted, and those with a salary of about $150,000 annually would receive reduced credit. With this tax policy, Senator Marco Rubio is thinking to improve the people's livelihoods throughout the country and thus help reduce inequality levels (Ehrenfreund, 2016). 

With his enthusiasm, courage, and determination, Senator Marco Rubio sets an example which young and future leaders can follow and be successful not just for the Florida State but the entire nation. Senator Marco Rubio ever since getting into public office his focus has always been on changing the people's livelihoods and bettering the society. His thoughts tend to be on making life better day after day to ensure that everyone feels and is treated equally.
