Accountable governance and strong leadership are the cornerstones of successful public health operations and delivery of public health services. Governance is the manner of controlling an organization or a state. It relates to cohesive policies, consistency in management and guidance through decision-making process. Leadership, on the other hand, is the act of leading a group of people or an organization in a direction to achieve specific goals (Bentley, Pugalis & Shutt, 2017) .
Communication and accountability in public health agencies is the key to a quality medical service provision. A measurement framework for accountability is one of the systems to be used in enhancing accountability. In this case, the national, state and the local health sectors should regularly be assessed to encourage accountability. The framework should consist of two accountability models which are the contract model and the mutual accountability model (Milat, Bauman & Redman, 2015) . Communication can be enhanced through setting a communication strategy that aims at involving the stakeholders, the public, the patients and the employees in any developmental project. Transparency should be the key aspect of communication (Kettl, 2015) .

The challenges encountered while adapting a national social marketing campaign in a local community are; resistance from the community members, lack of resources to use in carrying out the campaign programs, the cultural perception of health among some members of the community and structural barriers that will derail the marketing process (McVeigh et al.,2016)
Governance and leadership would be the possible remedies for the above challenges. Governance will ensure management of resources. Leadership, on the other hand, will influence the community members to embrace strategies initiated to enhance health systems. Governance in public health remains to be a structure that encourages participation, accountability, communication, and transparency among everyone who benefits from the health care system. For successful public health operations, governance should be the best structure to use because it covers a wide range of aspects that form a stable and well managed public health sector.
