The effects of the social welfare policies presented in the Case of Luisa were positive as the social worker was able to persuade Luisa from making poor decisions regarding her life and that of her children. Her life and that of her daughter’s were clearly in danger as he husband alcohol Hugo abused her each time he consumed alcohol. The evidence of this abuse are seen in her facial bruise, and the blood pooled eye and her nearly fractured orbital bone. Her young daughter must have witnessed the assaults on her mother, which could lead to trauma. Luisa’s longing to be united with her son almost leads her to make a wrong decision of returning to Hugo to meet the requirements of the welfare society. Besides dissuading her from returning to her abusive marriage, the social worker advisor advised her accordingly regarding what steps to undertake so as not lose custody over her daughter and miss the chance of bringing Juan into the country, while at the same time, avoid deportation.

Policies affect social agencies by allowing them to work within set boundaries while still observing the law. If there were no policies, it would have been easy to assist Luisa to smuggle in her son. However, working with the client assisted in making the right judgments that were favorable to her welfare, including that of her young family. By working as a team, social workers can listen and provide counseling and guidance to the clients, without being harsh on them. This act results in saving souls from the marginalized society. For example, Luisa could have well lost her life is she returned back to her home. Considering that she was torn between undertaking this dangerous venture for the sake of her son, she could have committed a deadly mistake which could have left her children in a vulnerable situation.
