A presidential doctrine refers to the beliefs a newly elected president has after they take office. This view includes the ideas, goals and the key parts they have after they take office. On the 21st day of February 1947, Britain withdrew its financial support to Greece and Turkey governments. This move by Britain made America to be the only remaining power that can help with financial aid to the two countries that were experiencing civil wars by then. Otherwise their economy and political base were to crash and was to be absorbed by the neighboring communist's Economies. While addressing the congress in 12th match, 1947 president H .S. Truman requested for The United States to give financial Aid of 400 million dollars to Greece and Turkey to help them strengthen their military and economic base. He then established a doctrine that later was referred to as the Truman doctrine that whose aim was to guide the diplomacy of the United States. President Truman argued that America should take it as a policy to assist countries that are resisting subjugation by minority groups or even from other nations. 

The Soviet Union and the United States have always been in conflicts even before the Second World War. The Soviet Union advocated for communism while the United States was for the idea of democracy. Thus the political difference between the two countries inhibited them from reaching any even understanding on policies. Although American businesspeople established ties with the Soviet States during the 1920s, the two nations never arrived at any strategic relationship. But at the dawn of the World War 2, the Soviet Union and the United States allied because of the common enemy they had. They both wanted to defeat Germany. But again even before the war ended, the Soviet Union’s aggressive and anti-democratic policy towards Europe created tension between the two countries.

After the end of the cold war, Russia and the United States have made significant achievements both positive relations ranging from the formulation of international economic policies between the two countries. But the responsibility of uniting the two nations has been left to the presidents. 

This is a clear reflection that there is still no trust between Russia and America. They both tend to hold each other at arm’s length while trying to figure out what the other country’s next move will be. But still, the two nations share a great deal of the struggle to curb terrorism, and giving aid to each other. The United States and Russia share technological advancement in space exploration and even scientific advancements since Russia holds a rich pool of world-class scientists. Also, both Russia and the United States are struggling for disarmaments of so as to make the globe a peaceful place 

The announcement of the Truman Doctrine in 12th March 1947 increased the rift that already existed between the com monist Soviet Union and the United States. Most historians argue that the announcement of the Truman Doctrine was what marked the start of the cold war. The Truman doctrine also led to the establishment of the NATO that is still operational. The Truman doctrine also shifted the American foreign policy to a policy to contain the Soviet from expanding further. The doctrine also helped in the stabilization of unstable regions like Greece and Turkey that were at risk of collapsing by the time President Truman formulated the doctrine. Modernization and nation building were the core aims of the doctrine and the foreign policy. 

Since the announcement of the Truman conflict so many changes have been witnessed in the relationship between the United States and Russia, which was then the Soviet Union. At first, the doctrine increased the rift, but as time went by, the countries have matched together until now in the 21st century they collaborate to ensure world peace. Regardless of their political differences, the doctrine has been able to make them relate as partners in following the primary objective of the doctrine that is helping the young countries achieve both political and economic stability.
