The Civil Rights Acts of 1964 is a United States landmark civil rights and labor law that made discrimination based on color, race, sex, religion, or national origin illegal. It has outlawed unequal actions such as unequal voter registration application requirements and racial segregation in schools, public accommodations, and employment (Emir, 2018). Equal Employment Opportunity Act, on the other hand, provides equal opportunity in employment. The law aims at protecting all United States citizens from employment discriminations that are based on sex, religion, color, race and national origins (Emir, 2018). Both the Civil Rights Act of 1964 and the Equal Employment Opportunity Act have affected both the public and private sectors, especially in the legal environment. These acts have made employment discrimination illegal by business hence having an impact on commerce thus having at least 25 employees based on color, race, religion, sex or national origin. It has also provided an opportunity for equal employment opportunity commission.
There is a clear comparison between Procedural due process and substance due process. The procedural due process, a legal doctrine, needs the government officials to ensure fair procedures before they deny an individual of their liberty, life or property (Rose-Ackerman, Egidy, & Fowkes, 2015). This process, therefore, needs the government to provide an individual notice that serves the individual with a chance to be heard and a decision made fairly by a neutral decision maker. The procedural due process is therefore important since it protects the individual from denial of property, life, and liberty by the state outside the law-set sanctions. It ensures that every citizen looking for an employment opportunity is given a chance to be heard and receive equal opportunities with other citizens.

Substantial due process, on the other hand, is the concept that explains that the due process protects certain legal procedures together with rights that are not related to the procedures (Rose-Ackerman, Egidy, & Fowkes, 2015). In the constitutional law in the United States of America, substance due process gives the courts the opportunity to safeguard certain basic rights from the state's interference even when procedural protection is available, or the rights are not explicitly mentioned in law by the United States Constitution. It is described to include a variety of things such as the right to gain employment in any job, marry and to have the opportunity to raise one's children as their parent.
In any society, the legal environment is crucial among the factors that surround people in a population, and that affects the management of people in society. With equal employment opportunities, individuals in a population are contented and less likely to bring ford issues that need legal interventions to solve. On the other hand, affirmative action compliance has been a subject of great debate with the argument that it has led to reversed discrimination among Caucasians. By definition, it is the process by which a state agency gives special treatment and rights to employment to make up for discrimination that happens against a minority population. They can either be done voluntary or enforced by help by the legal system. In the legal environment, fairness is an attribute that is held in high esteem, and the compliance of affirmative action could be argued as a pattern of unfair treatment with the minority groups getting better treatment.
Apart from equal employment opportunities and affirmative action compliance, human resource management is also seen to affect the legal environment. It includes set activities that help to attract and keep employees while ensuring that their work yield maximum performance. In human resource management, there is great influence by the states and laws on employment issues. Many laws govern employers and employees. There are legal interventions in law that forbid wage and salary discrimination based on several factors among them being race and sex (Emir, 2018). The legal environment is therefore dependent on very many factors some of which are discussed above. They help define boundaries and the code of conduct expected in activities, and thus its importance cannot be overemphasized.
