Chattanooga is a city within the state of Tennessee in the United States. The city is recognized as the fourth largest city in Tennessee with an area of 143.2 square miles. It is also comprised of a large population of 177,571, as of 2016. The city is located 120 miles away from Atlanta, Georgia on the northwestern side. The location of the city has been one of its greatest assets because of its proximity to the Tennessee River and the fact that many interstates run through the city ( Bostrom et al., 2017) . That position also makes it a hub for the transportation business. Owing to that, it borders and connects several cities like North Georgia which is less than an hour drive away. Other cities that are near and connect to the city of Chattanooga include; Birmingham, Atlanta, Nashville, North Carolina and Alabama which are less than two-hours’ drive away from the city of Chattanooga.
The city is under the operation of a charter that was granted in 1852 by the state legislature which has subsequently been amended over the years and now is operating under a strong mayor system. The legislative branch of the city is under the representation of members from nine districts who are elected in partisan elections in single-member districts ( Kitheka, Baldwin, & Norman, 2018) .

One of the strong points of the success of the city includes the fact that the number of firms and jobs have increased. The sector of insurance and finance was triggered by downtown revitalization and between the years 1990 and 2004, employment in these sectors of the economy increased from 9,316 to 12,957 which translates to an increase of 39 percent ( Taylor, 2015) . Another key strength of the economy is the fact that educational attainment also went up.
Between the years 2001 and 2004, 62% in new jobs demanded higher education levels in the region. The city of Chattanooga was also ranked number 9 in the overall growth of job from the year 2001 to 2004 and third in the growth of jobs with the jobs in the category of higher-skilled and higher-income jobs (Wilson et al., 2017). These improvements have directly been related to the regional prosperity. The city has however undergone a lot of significant problems. For one, the poverty rate in the city has remained high. It is higher than the national average and this is mainly attributed to the lagging wages of the area.
