In a government system, power and authority are divided among the various levels in the country. This helps with the maintenance of law and order and to delegate the various responsibilities. It is said to be tyrannical when a government rules over a large territory; for this reason, there was a need to divide government functions among the regions. Within each region that has been administered authority, it serves as a small portion of the state government, and it portrays the required functions as that of the state government. 

Each region is supreme on its own and has the right to make the necessary changes. As a result and to enable democracy among the regional states, people elected to rule each region and coordinate the required duties. In so doing, the state serves to fulfill its obligations to its people in the easiest and accessible way; with this, the small regions can develop individually and help boost the state at large.

In the United States, power and authority are divided in two ways. There is the common one; the judiciary, executive and legislature, and federalism. Federalism refers to the institutional consensus that leads to two levels of a government authority. The national government, known as the federal government, is elected leaders to act directly on behalf of the people and carry out their assigned duties. The federal government is responsible for the security and national defense, foreign affairs and economic affluence. Matters affecting the nation are handled by the President and the Congress, all of whom are elected by the voters. The federal form of government is guided by a written constitution which cannot be changed without the consent of the subnational governments. 

The other form of federalism is the state government. This is government at the subnational level. This level of government is responsible for issues that lie within their regions. An elected governor and legislature lead the states. The elected leaders are responsible for the welfare of their people. They administer good public health facilities, education, public safety, among other public service affairs. The different states require cooperation as they form an interacting network. The elected governors are responsible for matters at the subnational level of the fifty states. 

Each government level depends on the other; this means that the federal government cannot administer security without state assistance. The state government cannot provide public services without the federal government's financial assistance. In the united states, the Senate serves as a representative body of the fifty states in the federal system. Each state elects two senators. The Senate helps in the federal policy-making process.
