My paraphrase: According to Paton and Johnson (2017), it is important to effectively manage risks such as disasters in order to prevent loss of lives and property damage in case catastrophes strike. Therefore, it is a social responsibility to manage the outcomes of disasters and help alleviate magnitude and significance through proper preparation and response. 

Summary: Proper disaster preparation through hazard knowledge and readiness can be integrated with strategic response to increase efficiency of disaster management. Because natural phenomena such as catastrophes have inadequate preventive measure, responsibility falls into risk mitigation and proper socio-economic response. All urban environments and potential risk areas should be effectively targeted and proper resilience measure included when planning and implanting strategic emergency and disaster response programs (Paton and Johnson, 2017).
