Minimum wage refers to the least remuneration in which employers can readily pay their employees per hour of their service executions. Below the minimum wage level, employees are not willing to sell their labor (Haywood, 2015). Minimum wages cannot be reduced either through collective bargaining or a personal contract since it set by the Federal and the State Governments and therefore taken as directives (Haywood, 2015). The objective of this paper is to analyze and discuss examples of inputs and outputs, influencing the Minimum Wage Policy systems model.

The policy-making process follows several stages before enactment by the state or Federal government. The contribution of interest parties to a policy process is conceived in the second stage of the policymaking process when setting the agenda. Setting a minimum wage policy requires the involvement of different stakeholders, including the participation of social partners, collective bargaining, statistical experts, and statutory bodies (Birkland, 2016). Regardless of the mechanism used to set the minimum pay, Policymaking should always consider the public concern through establishments of dialogue as it is proven that it increases the chances that the minimum may meet the needs of its diverse population (Birkland, 2016). A public discussion is a practical approach to a nation’s democracy, equity, political, and economic stability (Harper, 2009). It is a structure that ensures harmonious and organized procedures to solve conflicts. When the employees are not involved in the minimum wage setting process, they feel disregarded in the decision-making, and they are likely not to embrace the outcome and may engage in strikes and protests.

The force of law can also be entitled to provisions to set the minimum wage through collective bargaining (Harper, 2009). The purpose of collective bargaining is to ensure that the setting of the minimum wage is a legally binding agreement. Statutory minimum wages conceive the views of the public through tripartite or bi-partite wage commissions and wage boards (Harper, 2009). Additionally, statistical personnel and bodies with technical expertise on economic matters play a vital role in the minimum wage setting process by providing evidence-based guidelines that monitor the policy setting process (Harper, 2009).

In conclusion, when the views of all relevant and interested parties have been incorporated, the policymakers analyze all of the alternatives, chooses the best, implements it, and proceed to enact it a statutory policy.
