In a democratic system of governance, decisions and solutions to any issue on governance are arrived at through a democratic process. Carrying out this democratic process presents challenges in finding the answers. This is because all concerned need to agree so that the governance issue can be solved. Conducting a democratic process that is acceptable to all parties is a challenge, these democratic processes affect the way the public policy or the governance issues are handled. Democracy is referred to as a rule by the people. In a democratic system, there exists partisan politics (Fukuyama, 2017). In this kind of politics, particular members of the society are aligned with a specific political movement, party or political coalitions. In many democratic systems around the world, multi-party democracy is practiced, in this case, the term partisan is used to describe the people who are active supporters of their political party policies. The zealots are not ready to compromise or bend their ideas to agree with the other people who are their political competitors. 

Public policy or governance issue is an issue that affects the whole society and in finding a solution needs a democratic process to be solved. The partisan politicians are always inclined towards their ideas and persuade their supporters to support their ideologies. If disagreements arise, it will be quite challenging to solve the issue that occurs (Bryson, Crosby & Bloomberg, 2014). In other cases, the process takes a lot of time, and this means that people have to wait for an extended period before they solve a particular issue in the society. The disagreements in some cases can lead to political violence when people's political views differ. Under normal circumstances, such matters will be resolved in the shortest time possible.
